- Heat up the oven to 350°F/175 °Cc. Grease a muffin liner with cupcake papers.
- Combine flour, cocoa powder, baking powder, baking soda, and salt in a sifted bowl.
- In a separate bowl, combine sugar, eggs, milk, oil, and vanilla extract and then mix well.
- Add the dry ingredients to the wet ingredients gradually.
- Slowly stir in hot water (batter will be thin, that is okay).
Bake the cupcakes:
